U can buy through exchange program at nov to dec for 2019, if your house whole income is below proverty level u can get government free insurance through Medicare.

https://www.healthcare.gov/glossary/affordable-care-act/ you can buy insurance even if you dont qualify for subsidies.

It's a marketplace. If you don't qualify for subsidies you would buy at the rated offerred by whatever company serves your area.
