 Power of Attorney Notary Issue

Nepalese Embassy at Washington DC wants me to notarized power of attorney application, which is prepared in Nepal in Nepali Language, here in USA and before sending for approval.

I tried couple Notary places in Houston but no luck which is obvious. Why would people put their name and stamp on that paper where they can not read/understand single letter. This is stupid. I would not sign any paper which I don't understand.

Any idea/suggestion other than going myself to DC.... Please share.

The Notary Public can write some thing like:

The signature was done in the presence of Notary Public.

The signature is all they need in the presence of the notary public.
