I got accepted for graduate program in both Washington State Univ and Univ of Kentucky. I don't know the stipend etc. yet (because they have asked me to submit my intent first). Which is better in terms of ranking, living & quality of life (since it will be a long stay)? Suggestions would be appreciated.

well you should look at the program that you got accepted in...universities ranking are different based on the specific program....so it really depends on which program you got accepted in..u can;t just say which one is better without comparing the program.....and also most of the time when you get accepted they will tell you your stipend before you accept the offer...then only you are guaranteed stipend for full 5 years if you are in Phd program...if they told you that they will let u know about the stipend only after you accept it then they might not guarantee it for 5 years..
