Anyone know any free software to convert 2 VCDs to 1 AVI/MPEG file. Also, any tool to convert AVI/MPEG back to VCD.

it has everything you need along with guides and software downloads
most software are free.
I use virtualdub[free tool] to cut and split mpeg files and nero to recode.
[well nero does almost everything, but not free]
